I think it's pretty positive for several reasons. One is that our nucular-powered aircraft carriers can base there now. Since we have few conventionals left, that's a great thing. Second is that their navy is no longer a defense force, so they can now build light/medium carriers and put offensive weapons (read: Tomahawks) on their copious, well-built destroyer fleet. I'll defer to Bromide as to what this means for their air defense force. Can they now build bombers?
Japan is one of our greatest allies and a powerful check against China. Glad they are stepping up even further to the plate. Both China and North Korea are less likely to cause trouble if Japan has more than a "defense force," powerful though that has been.
I think it's positive, as well. I think our relationship with is much different from the one we had pre-Pearl Harbor- the oil factor, their massive investment in the US, etc. Plus, we don't have FDR scheming to get us into war with Germany via war with Japan. Besides, who would buy all their anime & manga?
